To address the nitrogen problem in the Netherlands, the Ministry of Infrastructure and Water Management has introduced a new subsidy program aimed at making construction equipment more sustainable. Starting in the spring of 2023, construction companies will be able to use the "Clean and Emission-Free Construction Equipment" subsidy to purchase sustainable construction equipment, such as an energy storage system from Boltainer.

The primary objective of the scheme is to reduce NOx emissions in the construction sector, with the secondary objective of reducing CO2 and particulate matter emissions. The government has allocated a total of 270 million euros in subsidies through 2030 to support the business community. Projects are eligible if they focus on:

  • Purchase of zero-emission construction equipment
  • Retrofitting of construction equipment using NOx reduction measures
  • Technology, innovation, and knowledge development in the context of experimental development

Grant: up to €1,000,000 per calendar year per applicant

Grant for the purchase of one or more zero-emission construction machines

  • Grant amount: up to €200,000 per construction machine
  • Subsidy rate: up to 40% of the additional costs compared to a reference construction machine, reduced by a flat-rate environmental investment deduction of 11.25%. A 10% surcharge applies for small and medium-sized enterprises.
  • Reviews in order of receipt
  • The aid intensity is increased by 10 percentage points for grants to small and medium-sized enterprises. 

The SSEB is designed to help businesses in the construction sector purchase cleaner equipment. The program is primarily aimed at machinery used on the construction site itself.

Up to 50% subsidy for an energy storage system

In 2022, 20 million euros will be available. Business owners can receive a reimbursement of up to 40% of the purchase cost of a Boltainer energy storage system, with the subsidy for small and medium-sized enterprises (SMEs) reaching up to 50% of the purchase price.

Example:

In the case of zero-emission construction machinery with battery packs, using the formula: A*kWh + M*kW + O, where: A = €800, kWh = battery capacity in kilowatt-hours, M = €300, kW = continuous electric motor power in kilowatts, O = €7,000; or using the following calculation:

Grant calculation for large companies:
40% – 11.25% = 28.75%

Grant calculation for small or medium-sized enterprises:
28.75% + 10% = 38.75%

Construction companies can apply for grants for charging facilities such as battery containers for use on construction sites

The government aims to reduce nitrogen emissions by 60% and CO2 emissions by 0.4 megatons in the construction sector by 2030. The new SSEB scheme is designed to encourage companies operating in the construction sector to make their construction equipment more sustainable. The subsidy is intended exclusively for companies in the construction sector, specifically those with SBI code:
