How did the Renewable Fuel Unit come about?

The Renewable Fuel Unit (RFU) was introduced in 2015 as part of the Dutch system to make the transportation sector more sustainable. The immediate impetus was the European Renewable Energy Directive (RED), which required EU member states to ensure that at least 10% of the energy used in transportation came from renewable sources by 2020.

In the Netherlands, that goal was translated into an annual requirement for fuel suppliers to supply an increasing share of renewable energy.

Since then, HBE’s have become the unit of measurement that companies use to demonstrate how much renewable energy they use in transportation.

One HBE is equivalent to 1 gigajoule (278 kWh) of renewable energy. These certificates are tradable, allowing companies that use more renewable energy to sell them to parties that have not yet met their obligations. This has created an effective incentive mechanism for greening the transportation sector.

How much is an HBE worth?

The market value is typically between €10 and €15 per certificate, depending on supply and demand. One HBE is equivalent to 1 gigajoule (278 kWh) of renewable energy.

Do I need solar panels to earn HBE’s?

Not required, but strongly recommended. If you charge using self-generated solar energy, 100% of your consumption counts toward HBE credits. If you charge from the grid, only 39.9% is counted as renewable. With battery storage, you can store energy generated during the day and charge in the evening or at night, exactly when it counts.
